- Up to $665 million of grants to be approved by the Commonwealth Financing Authority starting in 2009
- A new program for $400 million of grants and low-interest loans to be awarded between 2009 and 2011
- Existing programs from PennVEST and PennWorks for approximately $245 million per year in low-interest loans and approximately $30 million per year in grants
- USDA Rural Utility Service loans and grants of $10,000 or less for rural areas and municipalities
