Timothea M. Kirchner Timi Kirchner is a specialist in local government policy and management. She was the Lancaster County Administrator from 1996 to 2004 and was primarily responsible for developing and managing a quarter of a billion dollar County budget on behalf of the Commissioners. She also has extensive experience working with local municipalities and County Governments through her responsibilities as a County Administrator and, subsequently, as a Local Government Policy Specialist with the Governor’s Center for Local Government Services, a division of the Pennsylvania Department of Community and Economic Development. With the Governor’s Center, she served as a consultant working with senior elected and appointed officials, with a particular emphasis on assisting them with accessing grants that promote economic development and government efficiencies. She presently serves in a volunteer capacity as the mayor’s appointee on the City of Lancaster Mayor’s Commission on Government Efficiencies, a private sector group dedicated to the prosperity of the city. This commission is working toward formulating a five-year budget and economic development plan to assure a solid future for this third class city. Timi has also served as Coordinator of Federal Grants and External funding for the School District of Lancaster, where she was responsible for $5 million in funding from state, federal and private sources. She has extensive experience with a variety of grants sources through her school district work, her work with the State and her memberships on various Boards of Directors. She is a member of the Lancaster Chamber of Commerce Community Initiatives Committee and has served as a member and officer of the Workforce Investment Board, the YWCA of Lancaster and the Board of Directors of the United Way of Lancaster County. She also served as a Board member of the Private Industry Council and the Lancaster YMCA. Timi received an M.S. from the University of Michigan and a B.A. from the University of Michigan. |
