Thomas A. Bowen focuses on identifying, negotiating and implementing grants, low-interest loans, tax credits and abatements, and other incentives for businesses, local governments and nonprofit organizations. He leads the incentives practice for the McCullough Consulting Group.

Tom is a Certified Public Accountant with over 20 years of experience in state tax and economic development policy. During his career he has negotiated over $100 million from discretionary state and local funding programs in dozens of projects, with over 90% success rate.

Tom spent seven years with Ernst & Young, LLP as a leader in the Mid-Atlantic Area state and local tax and incentives practice. In one of his E&Y engagements, Tom was instrumental in extending the benefits of Pennsylvania’s Keystone Opportunity Zones to banks and insurance companies.

Tom served as tax counsel to AMP Incorporated (now Tyco Electronics), a Fortune 300 company for over 15 years. There he initiated and led the successful effort to obtain incentives in several states, including Pennsylvania, South Carolina and Massachusetts.

Tom was a member of the school board for the Elizabethtown Area School District (Lancaster County, PA) where he served as Treasurer and on the Budget and Building committees. He was instrumental in saving nearly $3 million for a school construction project by timing bids to take advantage of revisions to the PA Prevailing Wage and the PA Workers’ Compensation Laws and helped negotiate the lowest bond discount rate in Pennsylvania history. Tom led the effort to place $5 million of construction project savings and excess capital reserves in an irrevocable trust fund to partially defease the bond, lowering annual debt service costs for 18 years by over $340,000. During his 2-year tenure on the Board, the District had the lowest or second-lowest property tax rate among the County’s 16 school districts.

Tom is an active member of the tax committees of the Pennsylvania Chamber of Business and Industry, the Pennsylvania Bar Association and the Pennsylvania Institute of Certified Public Accountants. He is also an active member of the Institute for Professionals in Taxation.

Tom holds a J.D. from the University of Wisconsin Law School (1979), an M.S. in Taxation from DePaul University (1977) and a B.B.A. in Accounting from the University of Wisconsin (1973).
