Shelly L. Corwell Shelly L. Corwell is an economic development consultant who helps clients achieve new value through a wide variety of incentive programs. She is experienced with identifying and implementing incentive programs, with special insight into the factors used in evaluating incentive applications. Shelly also has experience in reviewing and analyzing project financial statements and cash flow projections. Prior to joining the firm, Shelly was an Economic Development Analyst for the Pennsylvania Department of Community and Economic Development, where she reviewed, evaluated and analyzed project applications for six different grant/loan programs available through the Department of Community and Economic Development and the Commonwealth Financing Authority. During this time she interacted with local municipalities, redevelopment authorities and additional economic development agencies throughout the Commonwealth of Pennsylvania. Shelly has completed internships in the offices of the Honorable Senator Arlen Specter and the Harrisburg Regional Chamber/Capital Region Economic Development Corporation. Shelly received a B.A., cum laude, from Messiah College and her M.P.A. from The Pennsylvania State University.
